The events surrounding Radio City were seen as the beginning of the end of Britain’s pirate radio boom. Within weeks of the Shivering Sands episode, Edward Short, who had since become Postmaster General in a Government reshuffle, announced the Government’s intentions of introducing a bill to outlaw the stations before the summer recess.

The fans of the offshore stations became more vociferous, encouraged by the radio stations, who could see their business being curtailed. Various organisations were formed to lobby politicians and public opinion. The FRA (The Free Radio Association) and the Campaign for Independent Radio were two such groups. Ronan O’Rahilly announced that any such bill would be a contravention of Human Rights and any attempt to close the stations would be fought in the European courts. The Fight for Free Radio was on.
